The scheme is designed for people who want to upgrade their qualifications at Malta Qualifications Framework Level 7, strengthen their professional skills and prepare for roles needed in Malta’s changing labour market.

There is one important timing point for applicants: the fifth call accepted applications from 27 April 2026 until 5 June 2026 at noon, Malta local time. That application window has now closed, but the scheme remains relevant for candidates whose approved programmes begin between 27 April 2026 and 26 April 2027, as well as for students preparing for a future call.

What Is the ENDEAVOUR II Scholarships Scheme?

ENDEAVOUR II is a postgraduate scholarship programme supporting high-quality tertiary education at MQF Level 7. This generally includes master’s degrees and eligible vocational qualifications considered equivalent to master’s level.

The programme is co-funded by the European Union through the European Social Fund Plus, ESF+ 2021–2027.

Its purpose goes beyond simply adding another qualification to a student’s CV. Malta is using the scheme to help develop graduates and professionals whose expertise can contribute to the country’s economy, public services, industries and international competitiveness.

The scholarship is open to both younger graduates and adult learners, making it particularly relevant for professionals returning to education after gaining workplace experience.

Which Degree Levels Are Supported?

The scholarship focuses exclusively on programmes leading to MQF Level 7 qualifications. Eligible study routes may include:

  • Academic master’s degrees
  • Professional master’s programmes
  • Vocational qualifications leading to MQF Level 7
  • Full-time study
  • Part-time study
  • Distance-learning programmes

The exact qualification must satisfy the requirements stated in the ENDEAVOUR II Fifth Call Regulations. Applicants should not assume that every postgraduate certificate or diploma qualifies. The programme must officially lead to MQF Level 7 and meet the scheme’s regulatory conditions.

Which Subjects Can Applicants Study?

The published overview does not restrict the scholarship to one narrow academic discipline. Instead, it supports recognised Level 7 programmes that can strengthen Malta’s workforce and wider economy. Depending on the approved course and institution, relevant fields may include:

  • Business, management and finance
  • Information technology and digital studies
  • Engineering and technical disciplines
  • Education and professional development
  • Health and social care
  • Public administration and policy
  • Environmental and sustainability studies
  • Tourism, hospitality and related services
  • Creative and vocational specialisations

Applicants must verify that their selected programme is recognised at MQF Level 7 before relying on it for scholarship eligibility.

Can Someone Who Already Has a Master’s Degree Apply?

Yes. Holding a master’s degree does not automatically disqualify an applicant.

A person who already possesses one master’s degree may apply for support toward another master’s-level qualification. However, that applicant cannot use the scheme to move backwards academically by applying for a postgraduate certificate or postgraduate diploma below the level already achieved.

The central rule is that applicants should be pursuing an appropriate Level 7 qualification rather than a lower qualification than the one they already hold.

Who Is Not Eligible?

Applicants who already hold an MQF Level 8 doctoral degree, professional doctorate or comparable Level 8 qualification are not eligible under this scheme.

This means the scholarship is intended for master’s-level progression rather than for people who have already completed the highest doctoral qualification level.

Applicants must also satisfy all conditions contained in the Fifth Call Regulations, including requirements connected to residency, the selected course, supporting documents and previous qualifications.

What Does the Scholarship Offer?

The scheme provides financial support toward eligible postgraduate education, helping reduce the cost of obtaining an MQF Level 7 qualification.

However, the public overview does not provide one universal scholarship amount applicable to every award holder. The precise level and form of support depend on the official regulations, the approved study programme and the applicant’s circumstances.

Candidates should therefore consult the Fifth Call Regulations rather than assuming that the scholarship automatically provides full tuition, a monthly stipend or complete living-cost coverage.

What makes ENDEAVOUR II attractive is its flexibility. It supports different learning formats, including part-time, distance-learning and full-time study, which can make postgraduate education more realistic for employed professionals and adult learners.

Application Timeline

Applications for the Malta ENDEAVOUR II Scholarships Scheme Fifth Call opened on 27 April 2026 and closed on 5 June 2026 at noon, Malta local time.

As of 10 July 2026, this application round is closed. Candidates who missed the deadline should monitor Malta’s official scholarship portal for a possible future call rather than attempting to submit through unofficial channels.

The approved study programme must commence between 27 April 2026 and 26 April 2027.
